„EC-Have your say“ on „Single Basic Act for Joint Undertakings“
To strengthen the impact of European Partnerships, the Horizon Europe 2028-2034 proposal suggests streamlining implementation modes and using a portfolio approach to identify a limited set of coherent partnerships, with objectives closely aligned with the European Competitiveness Fund. Under this initiative, some European Partnerships will be implemented as joint undertakings in accordance with Article 187 TFEU, with clear added value, through a single establishing act with harmonised rules.
The EC has recently launched a „have your say“-poll for this [Horizon Europe – European Partnerships to be implemented as joint undertakings].The consultation aims to collect general evidence, experience and views from stakeholders on the role and functioning of Treaty-based European Partnerships under Horizon Europe. While it will not constitute a formal assessment of how partnerships have performed under the previous framework programme, views on possible improvements to JUs (and Article 185 initiatives) that should increase the EU’s competitiveness would be of particular interest to the Commission.
The results of the consultation will help the Commission to address the problems identified on the basis of the evidence obtained and to duly consider the potential solutions when developing the initiative.
The consultation is open till July 14th 2026, midnight.
